If passed, Cleveland would follow in the footsteps of Columbus, Cincinnati and Toledo, all of which have some form of source of income laws on their books, according to the Washington, D.C.-based Poverty & Race Research Action Council. In Cuyahoga County, Cleveland Heights, Linndale, South Euclid, University Heights, and Warrensville Heights have passed similar measures.
