Back then, CMHA’s Chief of Staff Jeffrey Wade said the housing authority already was working on its own version of that concept. CMHA had contracted with the Washington D.C.-based Poverty & Race Research Action Council to study the needs of local voucher holders and identify high opportunity communities where program participants might choose to settle with the help of mobility counselors, like the ones in Seattle.
