The proposed AFFH rule is even worse than we expected: In contravention of the Fair Housing Act, the proposed rule eliminates any requirements to redress or analyze racial or economic segregation, it rolls back even the weak accountability requirements that have been in place since Secretary Carson’s wholesale suspension of the rule in 2018, and it effectively exempts PHAs from any meaningful AFFH review.
