In response to the OCA v Carson lawsuit, HUD issued a call for comments on the 2-year suspension shortly before the preliminary injunction hearing. Although the court rejected this post-hoc effort, the rule received a strong outpouring of support from advocates for low income families across the country, as well as scattered complaints from PHAs and their trade associations.
